A raging Colorado?wildfire?that forced tens of thousands to flee destroyed an estimated 346 homes this week, making it the most destructive fire in the state's history, officials said Thursday.

The aerial photos showing the scope of one of the worst fires to hit the American West in decades did little to help ease the concerns of many residents who still did not know the fate of homes.

Amid the devastation in the foothills of Colorado Springs, there were hopeful signs. Flames advancing on the U.S. Air Force Academy were stopped and cooler conditions could help slow the fire.

As of mid-day Thursday, the fire was 10 percent contained. The cost of fighting the blaze had already reached $3.2 million.

Colorado Springs Mayor Steve Bach said the 346 estimate could change. A fire in northern Colorado, which is still burning, destroyed 257 homes and until Thursday was the most destructive in state history.

For now, Bach said, the news of the destruction would make it very difficult for the city about 60 miles south of Denver.

"This is going to be a tough evening, but we're going to get through it," Bach said. "This community is going to surround them with love and encouragement ... We will move forward as a community."

More than 30,000 people frantically packed up belongings Tuesday night as the flames swept through their neighborhoods. While there's no indication yet the blaze claimed any lives, fire officials said they would search each home looking for possible remains.

The Colorado Bureau of Investigation said two people have been arrested in connection with a burglary at an evacuated home. Belinda Yates and Shane Garrett were being held on charges including second-degree burglary and possession of methamphetamine.

Community officials were planning to begin the process of notifying residents Thursday that their homes were destroyed. For many residents, the official notification was a formality.

Residents recognize their street on aerial pictures and carefully scrutinize the images to determine the damage. Photos and video from The Associated Press and the Denver Post showed widespread damage.

Colorado Springs, the state's second-largest city, is home to the U.S. Olympic Training Center, NORAD and the Air Force Space Command, which operates military satellites. They were not threatened.

Conditions were still too dicey to allow authorities to begin trying to figure out what sparked the blaze that has raged for much of the week and already burned more than 29 square miles.

President Barack Obama was to tour fire-stricken areas Friday as hundreds of locals and some tourists who were staying at Red Cross shelters hoped life would return to normal. Other stayed with friends and family.

Stockton official: Mediation with creditors fails

STOCKTON, Calif. (AP) ? In opting to become the nation's largest city to seek federal bankruptcy protection, this river port of 290,000 took a rare financial step of last resort after struggling with the economic downturn, soaring pension costs and contractual obligations.

Thirteen cities, counties and other government entities filed for bankruptcy protection last year ? the highest annual level in nearly two decades. Stockton was the seventh U.S. municipality to file this year and the first California city since Vallejo, which sought protection in 2008, according to James Spiotto, a Chicago bankruptcy attorney who tracks municipal bankruptcies.

"Filing bankruptcy is time-consuming, expensive and complicated," said Spiotto, noting that Vallejo spent millions of dollars alone on attorneys and other bankruptcy professionals. "And you never get the results you desire."

That's why experts are divided on whether other financially struggling cities, towns and other government entities will follow Stockton to bankruptcy court. Spiotto said it will be hard and expensive for Stockton to obtain financing.

Others say bankruptcy comes with non-monetary costs, too.

"Being in bankruptcy is decimating to your staff and morale," said Deborah Lauchner, Vallejo's finance director. "There's so much uncertainty....We've been taken apart and ripped by the seams and everybody examined us."

Since Congress added Chapter 9 to the bankruptcy code in 1937 to allow municipalities to seek protection, some 640 government entities have filed. Last year's 13 filings almost doubled the six filed in 2010. That was the most since an equal number were filed in 1994.

By comparison, roughly 1.5 million Americans file for personal bankruptcy a year while some 50,000 companies file for business bankruptcy.

"Bankruptcy is a huge drain on municipalities, because they have limited ways to create more revenue," said Los Angeles bankruptcy lawyer, Karol Denniston.

Stockton City Manager Bob Deis said officials were left with little choice but to recommend bankruptcy after failing to hammer out finance agreements with creditors to address the city's $26 million budget shortfall.

"Unfortunately we have no comprehensive set of agreements with our creditors that would eliminate the deficit and avoid insolvency," Deis said at the City Council meeting Tuesday night. He said, however, that the city was still negotiating with some creditors and could reach deals with as many as one-third of them.

"We think Chapter 9 protection is the only choice left," Deis said. "If we get any agreements, those will be honored in Chapter 9."

The City Council on Tuesday voted 6-1 to adopt a special bankruptcy budget to address Stockton's $26 million shortfall if the city files for bankruptcy, as expected, by Friday.

The city has been hit hard by high crime and the collapse of the housing market in the past three years. It's also dealt with $90 million in deficits through a series of drastic cuts.

The new budget did not call for additional service cuts beyond those that earlier slashed the police force by one-fourth, the fire department by one-third and 40 percent of other city employees, along with wages and medical benefits.

The budget approved Tuesday night would suspend payments for debts and legal claims; reduce payments for retiree medical benefits; further cut some pay and benefits; and increase revenue through code enforcement and parking citations.

In standing room only chambers, former city employees told council members about their life-threatening medical conditions and said benefit cuts meant they would effectively lose their health insurance.

"For me, bankruptcy might as well be a life sentence," said Gary Jones, a retiree who used to be a police officer in Stockton and said he was diagnosed with a brain tumor.

Other residents complained about plummeting property values, and recurring break-ins and robberies.

"The average citizen will not put up with this. Their home prices have plummeted, they have no jobs, a lot of people are getting fed up so that they have to resort to crime." said Gregory Pitsch, a 22-year-old unemployed resident who made an unsuccessful run for mayor. "I'm asking you to make the right decision, not destroy the property values in this city, which bankruptcy will do."

But city officials said this Central Valley city in California's agricultural heartland has run out of options. In recent years, thousands of new homes mushroomed in Stockton, part of a suburban housing boom that attracted buyers from the San Francisco Bay Area and beyond. When the economy crashed and the construction bubble burst, Stockton was battered by foreclosures and lost income from property taxes and other fees.

Under bankruptcy protection, officials would retain power over day-to-day city operations and staffing, but a judge would take over all decisions concerning the city's debts, said Robert Benedetti, professor of political science at the University of the Pacific in Stockton.

The judge would decide which creditors should be paid, how much and in what order. He would make allowances for expenditures needed by the city to function, and it would be up to city officials to decide how to spend that money.

"One of reasons a city might want to go the bankruptcy route is that they don't want a situation where they have to pay out debts and have to close the police or fire department," Benedetti said. "Filing for Chapter 9 means you're asking the court to protect you against lawsuits from people who hold your debt.

"Bankruptcy won't take away Stockton's underlying financial problems, one of which is the economy, the high unemployment rate and the high foreclosure rate," he said. "It will take years for them to come out of this.""

If Stockton files for bankruptcy, it would be the largest city by population to do so, according to Spiotto, the Chicago bankruptcy lawyer who tracks filings. He said Bridgeport, Conn., is currently the largest city to file for bankruptcy, which it did in 1991.

Jefferson County in Alabama is the largest local government bankruptcy filing to date in terms of the size of its debt. It occurred in November 2011 and was followed by Orange County, Calif., in 1994.

Stockton was the first city to test a new state mediation law, Assembly Bill 506, which is less than six months old.

Under the law, municipalities considering bankruptcy must first negotiate behind closed doors with creditors for up to three months, with the goal of settling debts without filing for Chapter 9 protection.

Bankruptcy lawyer Denniston, who helped draft the bill, said legislators in other states are interested in how the mediation process could be used elsewhere.

"Nationwide, we're faced with a ton of municipal distress," Denniston said, noting dire economic conditions, massive foreclosures and future pension obligations. "It's the perfect storm."

Vail and the Vail Marriott Resort and Spa

Vail is a central access point for all kinds of on-mountain year round activities. Named after state highway engineer Charlie Vail who built the first highway through the area, the mountain wasn't "discovered" until the mid-1950s by 10th Mountain Division trooper Peter Seibert and local rancher Earl Eaton. An ECI Conference

US President Barack Obama introduced the Materials Genome Initiative (MGI) during his speech on June 24th 2011 at Carnegie-Mellon University when he announced the Advanced Manufacturing Partnership. The aim of MGI is "to discover, develop, manufacture, and deploy advanced materials at twice the speed than is possible today." The related document "Materials Genome Initiative for Global Competitiveness" released by the White House Office of Science and Technology Policy details the Materials Innovation Infrastructure (Figure 1) as consisting of computational tools, experimental tools and digital data. This conference will bring scientists and engineers together to discuss the state-of-the-art development on all three fronts of the Materials Innovation Infrastructure. The conference will be entirely focused on the technical side of these tools and their integration for accelerated materials design

Falling oil prices put Iran over U.S. sanctions barrel

WASHINGTON (Reuters) - For most of this year, the threat of tough U.S. sanctions on Iran, the world's third-largest oil exporter, helped push crude oil prices higher and higher, adding a menacing headwind for struggling global economies.

But in the past few weeks, a combination of higher output from Iran's rival Saudi Arabia and economic troubles in China and Europe have pushed oil prices down 25 percent, putting the threat of sanctions back squarely on Iran.

As June 28 approaches - the day the law allows U.S. President Barack Obama to enforce sanctions on countries that do oil deals with Iran's central bank - Washington is revving up efforts to tighten the squeeze on Tehran.

Lawmakers in Congress hope to finalize in July a new package of sanctions aimed at further crippling Iran's oil revenues after international talks in Moscow last week failed to convince Tehran to scale back its nuclear program.

"Thanks to Saudi production increases and the slump in Europe, it appears that we can have our cake and eat it too," said Suzanne Maloney, a senior fellow at the Brookings Institution's Saban Center for Middle East Policy.

"We can exact a painful price on Tehran for its recalcitrance and avoid any blowback to our own economy, at least in the near term," Maloney said.

Countries in the West believe Iran is working on building nuclear weapons, while Tehran has maintained its nuclear program is strictly for civilian purposes.

Iran's oil exports have fallen as much as 1 million barrels per day, worth about $90 million as the sanctions and an EU embargo starting July 1 push its crude customers to seek alternatives, according to industry sources.

Iran, OPEC's second-largest oil exporter, has a reserve fund of $80 billion to $100 billion that can shield its leaders from the drop in revenues, analysts say, but that cushion only pushes sanctions backers to turn up the pressure.

"Enough is enough. It's time to fully implement crippling sanctions on Iran," said Howard Berman, the top Democrat on the House Foreign Affairs Committee.

"We must finish the process of cutting off Iran's access to the global financial system, close loopholes in sanctions on the Central Bank of Iran, and tighten the screws on the Islamic Revolutionary Guard Corps and the regime's energy and shipping industries," Berman said.

NEXT UP: MORE SANCTIONS

Congress wants the White House to push even harder on Iran. Last December, before Obama had even signed off on the banking and oil sanctions, the House of Representatives had already passed two more bills with additional punitive measures to close what lawmakers see as a laundry list of glaring loopholes.

The Senate followed, finally passing its version of the bill in May. The sanctions are designed to crack down on transactions with Iran's national oil and tanker companies, and hamper Iranian banks' ability to transfer funds electronically.

"House and Senate stakeholders are meeting now and comparing preliminary drafts of a final sanctions law," a congressional source said.

To quickly sort out the differences between the two versions, the bill may be ping-ponged "between the chambers" rather than negotiated through a more formal conference process.

"We're trying to see if we can get the House either to largely accept what we put through, or to come to what would be a quick staff conference that would lead us to a final conclusion that we could ratify," said Democratic Senator Robert Menendez, who helped craft the Iran sanctions package.

Some lawmakers want to add provisions to address loopholes they believe may allow Iran to move money through accounts held by others, including from energy companies.

Also in play is a proposed U.S. ban on insurance to oil cargoes, except for those countries that have received exemptions allowing them to continue a lower level of imports.

Menendez said "one or two" new measures may be added, but said he favored quickly moving the existing bill.

"While there's things I'd like to see, I'd be happy to impress upon the Iranians that we're going to continue to ratchet up the consequences," Menendez said.

Obama also has opportunities to crank up the pressure. His administration has granted exemptions to the sanctions to every major buyer of Iran's oil but China. Japan, for instance, got an exemption for cutting purchases for about 20 percent.

In coming months, the administration could push buyers to cut purchases even more, because the sanctions law requires it to update the waivers every 180 days, said Kenneth Katzman, a Persian Gulf expert at the Congressional Research Service.

But to do that, Washington may need Saudi Arabia to keep production near current levels, the highest in decades. And that is no sure thing, given weakening prices. "This probably cannot go on indefinitely," said Brookings' Maloney.

Big-bang soup wins the record for hotness

A video from Brookhaven Lab explains why the Relativistic Heavy Ion Collider, or RHIC, is producing temperatures up to 4 trillion degrees Celsius.

What's hotter than Justin Bieber and Emma Stone put together? Guinness World Records says the hottest stuff made by humans is the multitrillion-degree quark-gluon plasma that was produced two years ago at the Brookhaven National Laboratory's Relativistic Heavy Ion Collider, or RHIC. The plasma, also known as big-bang soup, reached a temperature of 4 trillion degrees Celsius (7.2 trillion degrees Fahrenheit), which is 250,000 times hotter than the center of the sun.

Why so hot? RHIC's physicists were seeking to duplicate the conditions that existed just an instant after the big bang that kicked off the universe's expansion 13.7 billion years ago. At that temperature, the quarks and gluons that are almost always bound together in protons, neutrons and the like are jumping around in a free, soupy state. Studying that soup could reveal how the universe is put together at its most fundamental level.


The RHIC team created the soup by accelerating gold ions in a 2.4-mile-round magnetic ring in New York, and smashing them together at nearly the speed of light. They found that the proton-sized dollops of plasma had the characteristics of a nearly perfect liquid rather than a gas.

"There are many cool things about this ultra-hot matter,? Steven Vigdor, who leads Brookhaven?s nuclear and particle physics program, said in today's news release about the Guinness recognition. "We expected to reach these temperatures ?that is, after all, why RHIC was built ? but we did not at all anticipate the nearly perfect liquid behavior."

Vigdor noted that trapped atom samples also behave much like a liquid on the other end of the temperature spectrum, near absolute zero. "The unity of physics is a beautiful thing!" he said.

Like an aging celebrity, the 12-year-old RHIC is slowly being eclipsed by the new kid on the block ??CERN's Large Hadron Collider on the French-Swiss border, which is in its fourth year of operation. One of the detectors at the LHC, known as ALICE ("A Large Ion Collider Experiment"), is doing similar big-bang experiments with lead ions, and has achieved temperatures higher than RHIC's.?Some researchers have estimated that ALICE's soup gets as hot as?10 trillion degrees.?

"The energy density at the LHC is a factor of three higher than at RHIC," Brookhaven quotes CERN physicist Despina Hatzifotiadou as saying. "This translates to a 30 percent increase in absolute temperature compared to the value achieved by RHIC. So I would say that ALICE has the record!"

The only holdup is that ALICE's team has not yet published an official temperature measurement for its quark-gluon plasma, and as Brookhaven notes, "the Guinness team is nothing if not official." That means there's still plenty of time to raise a pint of Guinness (or your favorite alternate beverage) and drink a toast to RHIC's hotness.

Panic as cops kill cops at Mexico City airport

Travelers run for cover as federal officers are killed by cops suspected of drug trafficking. Msnbc.com's Dara Brown reports.

MEXICO CITY -- Three policemen died in a shootout with two other officers suspected of drug trafficking at Mexico City's airport on Monday, as panicked travelers scrambled for cover in the busy facility.

The shootout occurred when three federal officers approached the two suspects in the airport's Terminal 2, which handles international and domestic flights. Two agents were killed at the terminal and another later died of his injuries in hospital.


More than a dozen shots were heard, Milenio Television reported. Television footage showed a body lying on the floor of the terminal in what appeared to be a publicly accessible area of the airport.

Three shots rang out at first, witness Israel Lopez, a 23-year-old Mexico City student who had gone to the airport to see off a friend, told The Associated Press. Lopez didn't see who those shots were directed at, but then the gunfire came closer.

Airport spokesman Jorge Andres Gomez said authorities are going through the security cameras to know the exact events of the shooting.

"We were in the food court, and some policemen came in and started shooting at another policeman who was on the floor," Lopez told the AP. "We dove to the floor and covered ourselves with chairs."

Lopez said the shooters wore blue uniforms like those of federal police who provide security at the airport. He said the shooters then ran to the parking area "as if they were pursuing somebody," and he lost sight of them.

'One of the safest places'
Robert Gray, an evangelical missionary from Hart, Michigan, but who has lived with his family in the city of Puebla for the past four years, arrived at the airport after the shooting with his wife, two daughters and son to catch a flight back to the U.S. to visit family.

"It's surprising to see it happening at the airport. It's one of the safest places in the city," Gray told the AP.

The suspects, who remain at large, are believed to be part of a larger group of officials involved in a cocaine ring, Mexico's security ministry said in a statement.

"The Federal Police has identified the two officers who opened fire and several investigative units are now focused on capturing them," the federal Public Safety Department said in a statement.

Airport spokesman Jorge Gomez told Milenio that aircraft departures and arrivals continued normally after the incident.

The airport said in a press statement that the terminal and flights were operating normally following what it described as "a dispute in an open-access area." But the food court remained blocked to public access for hours after the shooting.

Mexico's drug war is also part of a drug culture with roots in music, movies and even religion

Mexico City has seen relatively low murder rates compared to the rest of the country, where drug violence has killed around 55,000 people in the past five-and-a-half years.

But attacks have been creeping up in the capital and its surrounding neighborhoods, with more than 300 gangland killings recorded last year.

Mexico's airports and ports are busy areas for drug smugglers. So far this year federal police have seized more than 440 pounds of cocaine at the capital's airport, double the amount taken there last year.

In 2007, the severed heads of three employees of a customs brokerage firm were found near the airport and in the nearby state of Mexico.

The decapitations were apparently retaliation for the seizure of a half-ton of Colombian cocaine at the airport, officials said at the time.

Mexico got wrong man in high-profile drug arrest?

In 2008, federal police chief Edgar Millan was gunned down inside his Mexico City home, and one of the suspects in that killing had worked as an anti-drug officer at the Mexico City airport.

The suspect had a notebook with detailed information on drug trafficking at the airport, and officials said federal investigations into those operations may have been a key motive for Millan's killing.

In some alternate timeline, droves of Nokia fans are enjoying seamless cloud syncing on Symbian handsets. Here on Earth-One, however, we'll have to settle for watching a leaked preview of the syncing service that never was. The Nokia Air promo (after the break) promises a service that lets you "experience everywhere" by serving your devices from the ever-present cloud. "Apps don't require downloading, installing or updating," the narrator boasts, explaining that updates, notification, apps and other content are delivered directly from the cloud to all of your devices. Sound familiar? Don't get too excited though, between Nokia's commitment to Redmond and the ancient Engadget post we spied in the demo's feed, this project was probably scrapped.
