Indian rail is world's largest 'open toilet'

The minister unveiled a proposal to spend 1.5 billion rupees ($28 million) to provide 100,000 bio-toilets to villages across India in the next two years.

He also proposed a 5.0 billion rupee project to replace the open-hole toilets on the 50,000 coaches that ply India's vast railway network with bio-toilets over the next five years.

Carrying 11 million passengers a day, Indian Railways "is really the largest open toilet in the world", Ramesh said, adding that his ministry would be willing to pick up half the cost of the toilet re-fit.

Rays miss chance to sweep Orioles

BALTIMORE (AP) - One bad inning cost the Tampa Bay Rays a chance to complete a three-game sweep of the Baltimore Orioles.

The Orioles batted around in a five-run fifth against James Shields, who struggled with his control in the Rays' 6-2 loss Thursday.

Shields (8-7) pitched six innings, allowing five runs, six hits and a season-high five walks. Most of his problems occurred in the pivotal fifth inning, when he gave up three hits, walked two and hit a batter with a pitch.

With the bases loaded and one out, Adam Jones drove in two runs with a single. A walk to Matt Wieters filled the bases for Chris Davis, who collected three RBIs with a double into the gap in left-center.

"It came down to three hits and me walking too many guys," the right-hander said. "I was able to execute my pitches for the most part all day besides the walks. I left a bad pitch over the plate to Jonesy and Davis hit a pretty good curveball."

Shields is 0-2 in his last four starts, but Rays manager Joe Maddon had no problem with his execution against the Orioles.

"He had really good stuff; just missed with some pitches," Maddon said. "They did a good job of taking some borderline pitches. They got some hits, some ground balls that made it through and that's going to happen on occasion."

Sam Fuld drove in both runs for Tampa Bay with a two-run double in the seventh. After scoring 10 runs in a blowout win on Wednesday night, the Rays managed only seven hits, went 1 for 12 with runners in scoring position and grounded into three double plays.

"It was their day today, it was not our day," Maddon said. "However, if for the rest of the season whenever we play a team three games and we win two of them, I'm very, very happy. You get greedy when you win the first two ... but they've been playing pretty well."

Nick Markakis had two hits for the Orioles, who had scored only one run in each of their three previous games. It was just the second time in 10 games that Baltimore scored more than four runs.

Chris Tillman (3-1) allowed two runs, five hits and four walks in six-plus innings. It was the 40th career start for the right-hander, who was coming off a solid effort in Cleveland and now has won two straight decisions for the first time.

"I think confidence has a lot to play into it," Tillman said. "It comes down to getting my delivery right. I put a lot of hard work in during the offseason and coming in, so I'm happy with where I'm at right now."

After the Rays chased Tillman by scoring twice in the seventh, Davis hit his 16th home run of the season off Burke Badenhop in the bottom half. Davis hadn't collected more than one RBI in a game since July 2 and came in batting .152 in 30 games since June 15.

"It meant a lot especially with the quick turnaround from last night," Davis said. "Sometimes you're going to be hot, sometimes you're not, but hopefully we'll start stringing hits together and put some runs up on the board."

Dish's latest Hopper tweak reeks of legal positioning ? paidContent

As Variety first reported, Dish has quietly been rolling out a software upgrade to its new DVRs that puts the user more in control of the ?AutoHop? commercial-skipping feature. Dish says the upgrade ?enhances the user experience,? but it seems more legally motivated.

Facing a legal showdown with the broadcast networks over commercial-skipping features in its digital video recorders, Dish Network has quietly made several operating-system tweaks designed to put the ad-circumvention process more in the hands of the user.

This could be crucial in the satellite?s legal battle with broadcasters over these features, given that subscribers now have more control of how they?re used.

With the new upgrade, Dish?s Hopper DVRs are no longer set by default to record every prime-time show on each of the Big Four networks ? i.e. ABC, CBS, Fox and NBC. The user now has to select which networks they want recorded.

Dish subscribers have to switch a default setting from ?no? to ?yes? if they want commercials deleted from those recordings ? that setting had previously been defaulted to the ?on? mode.

Subscribers are also now in charge of when programs are deleted, as opposed to the Hopper setting a default date.

The tweaks, which began rolling out from Dish last week, were originally reported Thursday by Variety. Dish later confirmed them with us. The tweaks are just beginning to be discussed by Dish subscribers in various satellite and cable TV forums.

A Dish spokesman told us the upgrade was something the company does ?routinely? to its products and that it was meant to ?enhance the user experience.? Of course, this reeks more of legal positioning.

Dish is currently battling CBS, Fox and NBC in court, with the networks asserting that the so-called ?Auto Hop? commercial-skipping feature violates Dish?s affiliate agreement to carry those networks? channels.

Dish has been seeking to exploit legal precedent established in 2008 by Cablevision, which won a New York appellate court ruling against broadcasters who were suing the cable company over its virtual DVR service. Key to that ruling: subscribers had ample control of the technology, not Cablevision.

Dish has already lost one key early round. It actually filed suit first to have the case heard in New York, but the Big Apple court ruled that it would be decided in California, where the broadcasters had subsequently filed to have their claims heard.

Pentagon still grappling with rules of cyberwar

WASHINGTON (AP) ? The Pentagon is still grappling with how to write the rules of cyberwarfare, such as when and how to fire back against a computer-based attack, senior military leaders told Congress Wednesday.

Four months ago the military's top cyberwarrior predicted the rules would be ironed out in a "month or two" and sent to other federal agencies for discussion. But the complex world of cyberspace, which has no real boundaries and operates at the speed of light, has proven to be a difficult battlefield for the military to map out.

House members said that working out the rules of cyberwar is critical so that the military will be able to respond quickly when U.S. networks are attacked or threatened. Rep. Mac Thornberry, R-Texas, told military leaders that there likely won't be time for Congress to pass a declaration of war if or when a computer-based attack happens.

So, consultation with lawmakers beforehand would smooth things over, said Thornberry, chairman of the House Armed Services emerging threats subcommittee.

"The devil is in the details," acknowledged Vice Adm. Michael Rogers, commander of the Navy's Fleet Cyber Command. He said it has been an issue for some time, and that he expects there will be some developments "at some point in the near term."

During hearings in March, members of Congress pressed Army Gen. Keith Alexander, head of U.S. Cyber Command, for details on the military rules of engagement for offensive cyberoperations, particularly so that U.S. forces have the proper authority to act quickly when an attack is discovered or a network is breached. Alexander, who also heads the secretive National Security Agency, said at the time that U.S. officials were reaching some agreement on the rules.

The military has longstanding rules of engagement for conventional warfare that lay out the appropriate response to a particular act or attack by another country or faction. And last year President Barack Obama signed execute orders that detailed how far military commanders around the globe can go in using cyberattacks against enemies and laid out when the military must seek presidential approval for a specific cyberassault.

The current ground rules for cyberoperations were written in 2005, but are not adequate for the current technologies. The new rules, said Alexander in March, would allow the military to stop breaches as they were happening and would detail the conditions necessary to take those actions.

Senior officers from the Army, Navy, Air Force and Marine Corps who are responsible for cyberoperations testified before the subcommittee. They said that the armed services are using bonuses and other enticements to recruit and retain cyberwarriors, while competing with private industry for candidates.

But lawmakers wondered about funding shortfalls that could stifle the increase in cyberpersonnel the Pentagon is bringing on.

"We are facing significant fiscal challenges in the coming years," said Rep. Jim Langevin, D-R.I. "Cyberrelated activities are faring reasonably well so far, but nothing is immune, and even noncyberspecific cuts could have an impact on your commands as personnel resources are reduced or research and development funding decreased."

Rogers said that attracting and keeping his cyberworkforce is a "significant challenge, given the rapidly evolving nature of cyberspace and the intense competition from industry for top talent."

And other said that dramatic budget cuts, which will become necessary early next year if Congress can't agree on funding, would be a problem.

Maj. Gen. Suzanne Vautrinot, commander of Air Forces Cyber, said the cuts would be devastating and cause the Air Force to lose ground.

As to the size of their cyberworkforce, the Air Force has about 17,000, the Army has about 11,000; the Navy has about 14,000; and the Marines have about 700. Cyber has been one defense area where spending has increased, even as budget cuts hit other places.

Vautrinot also noted that the Air Force has been working to make sure that key drone operations are protected against cyberattacks, focusing on the highest priority missions. Last year, a computer virus infected the Pentagon's drone program, but it did not get into flight controls.
